In order to determine whether
your company qualifies as a small business, please
refer to the definitions below. Definitions used
by Rolls-Royce Corporation are as stated in FAR
Part 19. Please note a vendor can qualify
for one or more categories.
Small Business
Concern
Means a concern, including its affiliates, that
is independently owned and operated, not dominant
in the field of operation in which it is bidding
on government contracts, and qualified as a small
business under the criteria and size standards in
13 CFR part 121 (see 19.102). Such a concern is
"not dominant in its field of operation"
when it does not exercise a controlling or major
influence on a national basis in a kind of business
activity in which a number of business concerns
are primarily engaged. In determining whether dominance
exists, consideration shall be given to all appropriate
factors, including volume of business, number of
employees, financial resources, competitive status
or position, ownership or control of materials,
processes, patents, license agreements, facilities,
sales territory, and nature of business activity.
Small Disadvantaged
Business Concern
Means a small business concern that represents
as part of its offer, that it is a small business
under the size standard applicable to the acquisition;
and either -- (1) It has received certification
as a small disadvantaged business concern consistent
with 13 CFR part 124, subpart B; and (i) No material
change in disadvantaged ownership and control has
occurred since its certification; (ii) Where the
concern is owned by one or more disadvantaged individuals,
the net worth of each individual upon whom the certification
is based does not exceed $750,000 after taking into
account the applicable exclusions set forth at 13
CFR 124.104(c)(2); and (iii) It is identified, on
the date of its representation, as a certified small
disadvantaged business concern in the data base
maintained by the Small Business Administration
(PRO-Net); or (2) For a prime contractor, it has
submitted a completed application to the Small Business
Administration or a private certifier to be certified
as a small disadvantaged business concern in accordance
with 13 CFR part 124, subpart B, and a decision
on that application is pending, and that no material
change in disadvantaged ownership and control has
occurred since it submitted its application. In
this case, a contractor must receive certification
as a small disadvantaged business by the Small Business
Administration prior to contract award.
Woman-Owned Small
Business Concern
Means a small business concern that (1) Not less
than 51 percent owned by one or more women; or in
the case of any publicly owned business, at least
51 percent of the stock of which is owned by one
or more women; and (2) Whose management and daily
business operations are controlled by one or more
women.
HUBZone Small Business
Concern
Means a small business concern that appears on
the List of Qualified HUB Zone Small Business Concerns
maintained by the Small Business Administration.
Operate a principal office within a HUBZone, Must
be owned and controlled by one or more U.S. citizens.
Must have at least 35% of its employees residing
within a HUBZone. Must be certified by the Small
Business Administration
Veteran-Owned Small
Business Concern
Means a small business concern that (1) Not less
than 51 percent of which is owned by one or more
veterans (as defined at 38 U.S.C.101) (2) or, in
the case of any publicly owned business, not less
than 51 percent of the stock of which is owned by
one or more veterans; and (2) The management and
daily business operations of which are controlled
by one or more veterans.
Service-Disabled
Veteran-Owned Small Business Concern
Means a small business concern that not less than
51 percent of which is owned by one or more service-disabled
veterans or, in the case of any publicly owned business,
not less than 51 percent of the stock of which is
owned by one or more service-disabled veterans;
and The management and daily business operations
of which are controlled by one or more service-disabled
veterans or, in the case of a veteran with permanent
and severe disability, the spouse or permanent caregiver
of such veteran.
Historically Black
College or University/Minority Institution
The Higher Education Act of 1965, as amended, defines
an HBCU as: "...any historically black college
or university that was established prior to 1964,
whose principal mission was, and is, the education
of black Americans, and that is accredited by a
nationally recognized accrediting agency or association
determined by the Secretary [of Education] to be
a reliable authority as to the quality of training
offered or is, according to such an agency or association,
making reasonable progress toward accreditation."
Minority Institution ”means an institution
of higher education meeting the requirements of
Section 1046(3) of the Higher Education Act of 1965
(20 U.S.C. 1067k, including a Hispanic-serving institution
of higher education, as defined in Section 316(b)(1)
of the Act (20 U.S.C. 1101a)).
