Rolls-Royce and the Civil Aviation Authority
of China (CAAC) celebrated the 10th anniversary
of the industry-leading Senior Executive
Development Programme, or ‘Top 300’,
during June 2006.
A series of events was held in Beijing,
Shanghai and Guangzhou at which many of
the delegates from the 19 groups from China
that had participated in the programme since
1996 participated.
The main event was a reception and banquet
at the Diao Yu Tai State Guest House on
June 7, which was also attended by the Board
of Directors of Rolls-Royce plc following
the first Board meeting to be held in China.
The Senior Executive Development
or Top 300 Programme
This programme is one of the best examples
in the world of international collaboration
in the field of business education. Its
success has been recognised not only by
the aviation industry, but also by the governments
of both China and the United Kingdom.
The programme, a partnership between CAAC
and Rolls-Royce, is now ten years old. Its
aim, which has remained constant during
this period, is to develop the management
skilsl of delegates in preparation for assignment
as Airline Presidents and Vice-Presidents
and other positions of equivalent seniority
or importance in the civil aviation industry
in China.
For the delegates, the collaborative programme
begins with a four-month phase of education
at the Civil Aviation Management Institute
of China (CAMIC). This is then followed
by a four-week programme with Rolls-Royce
in the United Kingdom.
CAAC and Rolls-Royce work together to ensure
the curriculum meets the current needs of
the industry and that the Chinese and UK
parts of the programme are fully integrated.
Among the themes taught and discussed are:
current and emergent trends in the aviation
industry, strategic planning and development,
human resource management, airline and airport
operations, and organisational development.
It is an integrated programme using different
learning styles, including lessons from
international experts, interactive workshops
and industry visits to promote an understanding
of the practical application of principles.
2006 is a significant year for the programme
for three reasons: it marks ten years of
collaboration between CAAC and Rolls-Royce;
the 20th programme takes place; the 500th
delegate will graduate from the programme.

To celebrate the 10th anniversary of the
Top 300 programme, delegates on every course
since the programme began were invited to
enter an essay contest. Under the theme
of 'Flying High' they had to describe how
the Top 300 had helped their careers, had
an impact on China’s civil aviation
industry, or any other creative theme associated
with flying.
Top prize went to Tan Ping, Assistant
to the Manager of Public Relations Department,
Guangzhou Baiyun Airport. She took as
her theme the communications and activities
between representatives of Rolls-Royce
and the delegates to reveal positive insights
into the management style of Rolls-Royce.
Second prize went to Liu Lusong, Director,
General Affairs of the Mid-South
Administration of the CAAC, and a delegate
on the 13th programme in 2003. His entry
Wisdom in small articles described
how a small souvenir – a model turbine
blade - could have the characteristics
of great wisdom.
Third prize went to Jiang Shaohua, Director
of the Student Department, Tianjin Civil
Aviation Institute, CAUC. His winning
entry Top 300 gives wings to my career
was built around the independent topics
of risk management and corporate teamwork,
demonstrating the links between the development
of a country, an enterprise and an individual.
